Duncan a fairly junior officer in the Public Works Department knowing he could not possibly carry it through instead of having a real expert out when the Scheme was decided to be separate from the Public Works? Who has been placed in charge now and at whose instigation and what is the salary attached to it?

Who promised Mr. Duncan the post of Director of Public Works upon Mr. Perkin's retirement and so forced his Government when Mr. Duncan did not obtain the Directorship into providing him a special billet with no care or regard for the other more Senior Officers' feelings in the Public Works Department? Who tries to arrange all other posts and interfere with all other Departments run by Cadet Officers or otherwise? The answer to all these questions will be found to be the
